Looked like he had both hooks in to me, or was going for a body triangle. Doesn’t matter anyways, the choke was locked in quickly and he was probably still recovering from the punches.

you can finish a rnc with no hooks in if need be you just need to have the choke sunk in deep, hooks help alot though
