It’s also spelled “woof ticket” like a dog barking, it refers to verbal threats. It’s the same as saying about someone “don’t worry he just barks he doesn’t bite”. Which is Nick’s whole line of argument, he claims that Gsp threatens to beat him up when all he’s going to do is take him down and lay on him, hence the “wolf/woof ticket”.
